The rapid growth of Quetta City has led to concerns regarding building safety and compliance with regulations. The government recognizes the need for expert intervention to address these concerns and ensure a safe and sustainable urban environment. The importance of safe buildings cannot be overstated, as they provide a foundation for economic growth, social development, and environmental sustainability. The enforcement of building codes and regulations is crucial to ensuring the safety and stability of buildings. The Government of Balochistan has developed the "Balochistan Building Control and Town Planning Rules 2022" to address this need.
It is with great pride that we acknowledge the trust placed in Balochistan University of Information Technology, Engineering & Management Sciences (BUITEMS) by the Government of Balochistan. The government has chosen BUITEMS to spearhead a crucial initiative aimed at enhancing the resilience and stability of buildings in Quetta City.
Under the leadership of Engr. Dr. Naik Muhammad Babar (PhD, PE), this initiative exemplifies BUITEMS' commitment to ensuring the safety and integrity of buildings. Dr. Babar serves as the Head of the Department and Associate Professor in the Department of Civil Engineering at BUITEMS, as well as the CEO of DNM Engineering Consultants. He is an active member of the "Engineering Curriculum Review and Development Committee (ECRDC)" of the Pakistan Engineering Council, the "Pakistan Green Building Code" committee of the Ministry of Climate Change, and the committee for the "Making Five-Year Plan for Pakistan 'Bridge and Roads'" of the Planning Commission of Pakistan. Additionally, he consults on various projects with the Federal Government, Government of Balochistan, and the United Nations. Notably, Dr. Babar developed the "Balochistan Building Control and Town Planning Rules 2022."
The BUITEMS team will conduct a comprehensive examination of over 2400 buildings in Quetta City, focusing on site plans, soil tests, building materials, and structural integrity. The project will be completed within 12 months, with the following milestones:
• Data collection and documentation (3 months)
• Site visits and inspections (4 months)
• Structural assessments and testing (3 months)
• Reporting and recommendations (2 months)
